Japan Introduces Legal Tattoo Certification for Artists

For the first time in history, Japan has legalized tattooing under medical law revisions, officially certifying tattooists as licensed professionals. For decades, tattooing existed in a legal gray area, tied to organized crime stigma.
Tokyo studios are celebrating this as a turning point in Japanese tattoo culture, with thousands of young artists now openly training under apprenticeships without fear of arrest. International tattooists say Japan may become a new global hub for tattoo tourism.
